Every Chelmsford premises inspected in August scored 5. But 17 across the district sit below 3, and all ten of the worst were marked down on the same thing.

Thirty-six Chelmsford food businesses were given a new hygiene rating in August. Every one of them scored 5, the top mark.

That is a clean sweep, and it is unusual. In July, 63 ratings were published for the district and eight of them came in below 5, including two at 1.

The figures are from the Food Standards Agency’s public register, read on 1 September 2026. It covers the 1,600 premises inspected by Chelmsford City Council, from restaurants and pubs to school kitchens, care homes, market stalls and caterers working from home. (FSA food hygiene rating register)

One caveat before the good news gets too comfortable. The register publishes with a lag, and the newest Chelmsford rating on it today is dated 26 August. Inspections carried out in the last week of the month have not appeared yet, so August’s total will grow and its record may not stay perfect.

Where the district stands

Of the 1,600 premises listed, 1,456 carry a number. The remaining 144 are either exempt from the scheme or have not been inspected yet.

The one 0

A single Chelmsford business holds a 0, and it has held it for 16 months.

Polska Babka, an importer and exporter at a CM1 address, was rated on 2 May 2025. The register records what the officer found that day:

  • Hygienic food handling: good
  • Cleanliness and condition of facilities and building: major improvement necessary
  • Management of food safety: urgent improvement necessary

A 0 is not a closure notice and it is not a prosecution. It is the officer’s judgement on the day of the visit, and it stays published until the next inspection. The record shows no new rating pending on 1 September.

Walthambury Stores is the only one of the ten lowest-rated premises with a new rating pending, meaning it has been reinspected and the result has not been published.

Every inspection scores three separate areas. Read across the ten businesses rated 1 or 0, one column does nearly all the damage.

  • Judged “major improvement necessary” or worse on management of food safety: all 10
  • Judged that low on hygienic food handling: 1
  • Judged that low on cleanliness and condition of the building: 1

Management of food safety is the FSA’s term for the systems behind the cooking: the checks that food sold is safe to eat, the evidence that staff have been trained, and whether the officer believes standards will hold up after they have left. It is not about how clean the kitchen looked.

Three of the ten actually scored the top mark, “very good”, in one of the three areas and were still rated 1. Groundwork Coffee was rated very good on hygienic food handling. Coffee At The Close and Seamoss Professional were rated very good on the cleanliness and condition of their premises. All three were marked down to major improvement necessary on management.

Three of the 17 premises rated below 3 are on the same short stretch of Duke Street, all in the CM1 1JA postcode. Two more are a few doors apart on New Street, and two on Moulsham Street.

Takeaways score worst, school kitchens best

The district total hides a wide gap between categories.

School, college and university kitchens are the strongest at 98.4 per cent rated 5, followed by care homes and nurseries at 96.7 per cent. Takeaways and sandwich shops are the outlier at 72.5 per cent, nearly 20 points behind restaurants and cafes.

Takeaways are just over 7 per cent of the district’s rated premises. They account for five of the 17 rated below 3.

Chelmsford’s ratings are unusually fresh

A rating stays published until the next inspection, however long that takes, so an old 5 in a window can be a weaker signal than a recent 3.

That is less of a problem here than in many districts. Only 40 of Chelmsford’s 1,456 rated premises, or 2.7 per cent, carry a rating from 2023 or earlier. The oldest still live was given on 15 March 2021, to a restaurant or cafe.

More than three quarters of the district’s ratings were issued in 2025 or 2026.

What it means for you

  • Check the date as well as the number. Every entry on the FSA register carries its inspection date, and it is free to look up any Chelmsford business by name or postcode.
  • A rating is about hygiene and paperwork, not the food. It is not a review. Management of food safety carries as much weight as the state of the kitchen, and in Chelmsford it is the area that decides most of the low ratings.
  • Businesses get to put their side. An operator can appeal a rating in writing within 21 days of being told it. There is no deadline on the separate “right to reply”, which can be published alongside the entry at any time up to the next inspection.
  • A low rating is not permanent. Any business not rated 5 can ask for a re-rating inspection once it has accepted the rating and made every improvement the officer asked for. Where the council does not charge for that visit, it will not normally happen inside the first three months.
